This Accurately Represents The American Liberal Mindset.
"We must face the fact that now, in this year of grace, the great majority of human beings are substandard: They are undernourished, or ill, or condemned to a ceaseless struggle for bare existence; they are imprisoned in ignorance or superstition. ... We must see to it that life is no longer a hell paved with unrealized opportunity.... In this light, the highest and most sacred duty of man is seen as the proper utilization of the untapped resources of human beings."

The human race is in a crisis financially, yes, and everyone knows it.
Who is going to be the tipping-point for change though?
And will that change be beneficial or detrimental?
Who will respect our Individual rights and freedom?
And what will the charter look like?
Whom will benefit most?

That's an interesting quote which I assume might be from a historical figure who might raise an eyebrow from us. But I don't think that statement is synonymous with the "American Liberal Mindset". I don't think they claim or believe that the majority of human beings are substandard. In fact I'll turn that around by asking when Conservatives say individuals failing in life aren't working hard enough or making good choices then it's the Conservatives implying the majority of human beings are substandard.

I think its because Conservatives have faith in the fact that the majority of human beings aren't substandard, that we attack behaviours that keep success from coming to them.
