Propaganda is not automatically persecution so the statement in the topic that it becomes so after a
point is more likely the truth. Propaganada does not have to just be negative toward an opponent,
it includes self promotion as well, which means propaganda is not in every case persecution. You
don't persecute yourself.
Take say Afghanistan. The propaganda there boosting a corrupt democracy is actually doing more damage to democracy than the Taliban can. People aren't that stupid, even in what the west considers backward countries.
The demonisation, rightly or wrongly, of the Taliban makes it impossible for the west to talk with it, which means there will always be insurgency in some form, terrorists in some form, in a country we invaded to prevent terrorism.
The first step to cleaning that mess is probably to realise how unbelieveably dirty our own lot are.
