Unfortunately, the prisons are so full of people who have no business being there to begin with that
they have to release offenders early, they need the cell space. If we stopped imprisoning
non-violent offenders to begin with and had them pay restitution another way, plus killed everyone
on death row, there would be plenty of room without building dozens of new prisons. |
