Some Women Wear Their Garter Belts Over Their Panties, While Other Women Wear Their Panties Over Their Garter Belt.
I believe that panties should be worn over the garter belt. This makes it much easier to use the toilet. You only have to lower you panties instead of removing your garter belt and having to reattach it to your stockings.

If stockings are being held up by a garter belt or girdle, I certainly prefer the European way. I.e. Panties over top. Panties are not removed only for peeing. Having your partner remove your panties is a great prelude to any kind of play, and playing in your stockings and garter belt or open bottom girdle is fabulous fun. I have had the great pleasure of dressing as a girl and doing a striptease for some girl friends, and when I get down to my undies they always want me to take my panties off first and watch me dance in my stockings and garter belt and no panties, Sure works for me!!

Just wear panties, and call it a day.
Stockings are for imbeciles who desire misery and discomfort.
Who cares what men like? Wear what is most comfortable. Other people's opinions are So highly overrated.
