Not true. Take for example Brian Eno's album 'Discreet Music'. This music was specifically created to be played at a volume to blend in with any background noise.

 Then surely that music would become background noise, too, as you suggest, and would not not be proper pure music. In fact music is noise, play ed in an orderly fashion. Noise is a sound, and to hear a sound properly one should pump up the volume FULL CHAT!!
