Government is born out of necessity and Libertarianism embraces only the necessary parts of government.

Most natural according to inalienable rights.
"Give Us Libertarian or give us death" - which will happen anyway, but hey - gotta try, right? ;-)

(and yes, I slightly altered the famous quote:
"Give us liberty or give us death" , on purpose;-)

Think about a brand new civilization that has no government. Eventually, the need for some form of government will naturally arise.

When does this happen? Not when homeless people decide their should be a mandatory welfare program, or when people decide they should ban prostitution to stop others from hurting themselves, or even when the civilization comes under attack. (A militia would form. It's not like people are going to sit around and let themselves be killed or enslaved just because they have no government.)

The need for government first arises when there is a need to protect personal rights, which is almost all a Libertarian government would do.

 government arises out of the stratification of societies, which is why hunter-gatherer societies don't have much in the way of 'government'.

Oswy is right that there really is no such thing as a "natural" form of government. It's all man made. Technically, however, if you are leaning toward the most basic and elemental of governments then the answer isn't libertarianism - it's monarchy. In fact monarchy is what you see in nature when a dominant male holds all sway over a group. (I'm not suggesting monarchy, I'm just saying it may fit your argument better than libertarianism).

And the only other thing I'll add is there have always been extreme fringes of the libertarian movement who argued of private ownership for everything - including the military and it's weapons. That's taking it too far. Of course, there are extreme arms of every party, and I'll admit the basic principle of minimal government is not unappealing.

There's no such thing as a 'natural' form of government. And, besides, if libertarianism is so 'natural' how come the world isn't covered in libertarian societies? The historical and geographical evidence is against you.

I would say the most natural form of government is absolutism.

Seems to me human history suggests if there was a brand new civilization, a ruler would arise that would exercise dominion over the society.
