Yes, it should be illegal. Pets are not meant to be left out in the snow to freeze. If you have a
pet, you should care about them a little more. It is one thing to let them out once in awhile but to
make them stay out in the cold should be illegal and you should have your pet taken away if that is
how you behave towards them. It is animal cruelty to leave them outdoors constantly in winter. |

According to me, it should be illegal to leave outside during the days of bad weathers. Be it cold
or be it heavy rainy day, it is not justified to leave your pets who can not express their pain. I
believe that still the humanity exists and there are many people who are present in this cruel world
will come forward to support my view. Animal abuse is against the law and if anyone found involved
in this guilt would be sent to jail. But the matter should be driven by anyone’s heart. How can
one leave the old companion or the poor creature that are cursed of not having the speech power. Man
possesses the highest position of power and authority but there should be a small thing called heart
which would drive him to be kind enough for those poor animals during winter days. |

I agree. I am a huge animal lover and it breaks my heart to see an animal outside, shivering in the
cold. Luckily, most animals were made to endure much colder weather than humans are. However, I
wish the law enforcement could do more to protect these animals from irresponsible owners.
Unfortunately, many that are taken away from the owners, end up in the pound, sure to die in a
matter of time. It's a catch 22. |

scheme of things? They have adapted and can handle life well enough, with exception to perhaps the
endangered ones. Pets, on the other hand should be handled with more personalized attention. That
is why they are pets and a part of our daily family lives. Would you leave a family member
(including yourself) outside all the time in the cold winters, stormy springs, hot summers...maybe

There is a reason why they have fur. I don't believe that indoor pets get enough exercise.
Our pets would be miserable inside the house. We live in the country and they have a barn to keep
dry and warm (it's heated). The only pets we have kept inside was a guinea pig and that's because
the cat wanted to eat him. |

It shouldn't be illegal to leave pets outside during the winter. Life was designed to be adaptive,
and most pets have adaptations that will allow them to survive in the winter. The only way i can
agree with this is if it is revised to pets not bred to be adapted to the winter, such as animal
species that normally live in hotter climates. I personally don't like leaving my pets outside at
all but it could be viewed as cheating nature if you keep animals inside.

As long as the pet owner understands the needs of the animal, and makes sure the animal is
comfortable, there should be nothing holding them back from having an animal live outside.
Some pets are actually happier outside (huskies, larger mountain dogs) and some are too fragile
(smaller dogs with less hair) and so this would be a case by case decision. Thus, making it a
blanket rule wouldn't be the greatest thing. |

Aleuts in the Arctic leave their sled dogs staked to ice shelves, far from the village and its warm
spaces. The thinking is that only the toughest dogs will then survive. Sled dogs are expensive to
maintain, and if one does not hold up its end of the team performance, it is summarily killed.
Draconian? Sure, to OUR society.
Our ideas as to what constitutes animal cruelty are culture- and era-specific. In Victorian times,
it was common for faltering carriage horses to be beaten to death. No one thought anything of it.
While I am not arguing that it isn’t “cruel” to leave an animal out in the cold (and I
certainly wouldn’t do that to my cats), I’m cautioning you to not judge other cultural norms.
Many Third World families cannot adequately keep children warm, let alone their animals. |

If it was illegal there would be no place to put all of the animals. What would you do about the
bears and the wolves?
Plus, dogs used to be wild animals before they were tamed and they survived in the winter and they
were where the climate is a lot worse.

I think it sucks but i don't think it should be illegal. Pets that are found stray like that aren't
brought back to the owner for 'questioning' they're kept at the pound. A more thorough
investigation is a nice idea, but current status quo wouldn't call for such measures, and if a pet
weren't just left outside as a mistake there would probably be further grievances upon the pet being
returned to the owner's home.

there is some type of shelter then they are ok, many animal live out side and do just fine, Just to

the good sense NOT to make something like this a law. There is a already a law against animal abuse.
There are PLENTY of cases where it is fine to leave animals outside during the winter. Sled dogs
don't come in from the cold, and would probably overheat if they were brought in. Stop being so
general and realize instead that lots of things, most things in fact, need to be taken on a case by

If the pet has proper shelter and is capable of surviving the condition without any negative
effects, it should be alright for the owner to leave them outside. However, if it was a hairless cat
on a leash around a pole in one foot snow with more pounding down, that hairless cat better be let
