It Should Be Illegal For An Adult To Make Out With A Minor..Even If They Are Not Touching The Minor In Appropriately.
There are no laws that I have found in Missouri that say it's illegal. It should be illegal. It's no different then if an adult makes out with a child... Is that not some type of sexual abuse.I strongly think it is sexual abuse and emotional abuse. The child is to young to really make that decision, and it probably confuses them.

There should be a law against engaging in behaviour that you describe with a minor. And the age of majority should be 16.

The cop just didn't want to mess with it. I'm sure he knew there are several avenues open to him for prosecution. The parents of the minor could charge them with assault; attempting to corrupt a minor, if their hands strayed anywhere inappropriate then the assault can become sexual assault. Either the cop thought it was consensual and innocent or he just didn't want to get involved for some other reason.

I don't know if it's statutory rape. I'm having trouble finding a law that describes the situation. The reason why I'm having this debate is mainly because I know a police officer that had a call about a 20 year old making out with a 13 year old, however the officer couldn't find a law that prohibits it. So he could not arrest the 20 year old. I'm looking for a law against it if you have any ideas feel free to let me know.....

Are we talking about statutory rape here?

I'm going to post on the agree side for now, but reserve the right to switch it up as the debate defines itself.

The problem with this issue is that somewhere we have to draw a line between child and idiot. For instance, most people have no problem seeing that someone who is 32 should not be engaged in a physical relationship with someone who is 11. Simple math right?

I think what is most important to examine is the first the age of the youngest party involved in the "relationship". Lets use 16 as an example. At 16 is it wrong to make out with a 17 year old? I don't think so. I also don't see a real difference between 17, 18, or 19. For some reason, my brain happens to draw the line at 19 (for a 16 year old). The problem is that this is just my opinion and no one, including me, has the right to push it as though it should be public policy.

The problem with consensual statutory rape is that it is simply not rape. It is sad. It is often disgusting. But it is a choice. It is not a crime. This is just my opinion.

There are holes in it that I am well aware of. Many children "choose" to let their abusers talk them into the act.

I don't know. For the purpose of this debate we need to more accurately define "adult" and "minor".

Define your terms more accurately. I'm legally a minor, but my girlfriend is not cornered by this legal term. Like the previous, it's the age difference that matters.

I think it matters on age. Obviously a 16-17 year old making out with a 18-19 year old isn't two bad or out of the ordinary. Now if were talking about a 11 year old and a 25-50 year old theres probably a victim whether or not the victim knows it

 I think age matters as well.....I'm a little unclear on if you are for or against there being a law about an adult making out with a child. I understand what you mean about the age difference I will add that on the topic.
