Don't they already need licences to breed? If they don't, I agree that they should be required to
have them because of the overpopulation issue. |

I agree on the grounds that without regulation, People's nature is to get the most out a situation
and no always having the wellbeing of the animal, paramount.
Ie: A puppy farm. Often breeding the mother(wouldn't accept the correct term for a female dog) time
after time without her a break in between. |

More money for the government? No breeding is a natural way of life to stop it because someone does
not have the right bit of paper is just plain crazy. |

It's an unenforceable law, you couldn't possibly make people pay to get a license or be able to
control people breeding their pets. Cities can't even force people to license their dogs today, how
exactly do you think they'd force people not to allow their pets to breed? |
