You should definitely report it, even if you aren't sure, just in case. You should not let someone go on getting abused just because you aren't completely sure. If abuse isn't actually going on, the people involved shouldn't have anything to fear; if it is, it needs to be stopped.

If I see someone getting abused, the abuser
will suffer pain and sorrows, immediately...

Without a doubt you should. I won't say any more because everyone before me has raised the significant points.

Absolutely you should call the authorities, however be extremely cautious about getting directly involved. Those situations can be extremely volatile. One evening my wife and I are having a few at our local watering hole, when a young couple starts arguing by the door. All of the sudden he backhands her and she goes down like a sack of potatoes. A few seconds later I’ve got the fellow restrained, I wasn’t gentle but I didn’t hurt him. The next thing I know my wife has to pull the girl off of my head, because she’s attacked me to protect her boyfriend.

 Was the man going to hit her again? Wait at least two or three slaps before stepping in.

Yes you should. Unless of course you're the one doing the abusing, in which case you're pretty stupid to report it. ;}

No, if someone is actually being abused, then you should tell. Just because someone claims abuse or claims that a friend of a friend saw someone abusing somoene else doesn't make it so.

 Why not report it anyway and let the proper authorities sort it out?
