I think it doesn't outweigh its cost since it produces a lot of electricity

Depends how you look at it. The dams will provide a lot of power not only for the Chinese, but will also be sold to neighbouring countries. Yes, this would make them very profitable, but at what cost to the unique environment and people who will be displaced from their traditional homes? There were something like fifteen dams originally planned around the country and I think this has now been reduced to four after much protest about the damage to the environment etc.
