Bicyclists Should Not Ride On Two Lane Roads (without Shoulders) During Rush Hour.
This is simply stupid. It is a death wish to ride on a shoulder-less two lane road during peak traffic times.

I agree. It is very difficult to cycle with out shoulders as your arms are not attached and you have little control over the steering of the vehicle.

 Unicyclists shouldn't be allowed either, even though there are no handle bars, what if they fall off? If they have no shoulders (or therefore arms) they could become severely damaged, I mean would the tax-payer had to fund the repair of this person?

Yeah its a really bad idea because it just worsenes the congestion because people have to slow down and sometimes also have to change lane.

Of course, if the lane widths are too narrow and the speed limit too high for it to be considered safe for cyclists, they should be directed off the carriageway.

But, if possible, off road cycle routes should be provided where cyclists are restricted from cycling on the carriageway.

I'm a cyclist and i will use the road still. Its law for drivers to give way to cyclists.

I am a cyclist, and try to avoid riding at those times, but there is no reason I should. I have the right to ride wherever the law allows, and cars are too greedy of the road. I can't tell you how many fat people in cars get so angry when a bike is near them. It just aggravates me, if we want to ride our bikes there is nothing stopping us.

Wrong. The problem is too many cars, not how fast they go.

The righthand lane should be closed to cars and used only by cyclists and scooters Let the cars suffer with gridlock in a single lane.
