Art Is About Expression, Not Perception.
Is that a better way to put it, lads?

Somewhat agree more than perception yes, but art is to teach as well.
That is the part overlooked by on-lookers.
Expressing what? Divine Insight ? To what end or purpose?
See? It IS to teach.............is what we are doing when we paint a picture it causes, hopefully, the onlooker to grasp a new side of your own intelligence or insights as captured by brush than what you had before.......so.......

First ,speaking as someone who has made 100s of paintings let me say honestly that no matter how much you tell yourself it's about your own fun or expression or purposes the truth is you never forget your interest in how others are going to react. NOT that reaction is all of the equation either, it's not, but I don't think we can declare it's all about the expression and not about the perception. "In some ways art is public nudity. You expose yourself for reaction. Then critics size you up with certainty. You can catch a cold after a fashion..."

Anway, the problem with the statement is there are too many variables in the motives of both the art creator and the art observer to narrow the purpose down to just expression. Sure the maker can express themself, but it also could be for educational purposes or sharing information, it could mainly be conscription (made to someone else's request - usually for sale purposes), and it can simply be an act of fun. And then from the observer end sure it can be about perception but it can also be seen as functional (matches the colors in their couch), or a status symbol, or a historical record, or even not qualifying as art at all.

And don't forget that "art" depending on definition can exist whether the maker even knows they made it or the observer even realizes it's art. If your cat runs through your paint and marks up a throw rug in interesting ways the cat doesn't see it as art, and you might see it as just a mess, but I might buy that rug at a yard sale for it's charm.

Anyway, the reasons to make art are as varied as the roles that art can play in our lives.

Art..art. Finsch had a nice way of putting it.
Art, honestly, is about many things.
Expression is one of them, but also connecting, inspiration, uniting and devotion.
Mainly, though, art is the expression of passion because the expression comes when you are finished, passion is when you are doing. If that makes sense. I think it will; it does to me.

Art is about passion. I believe.
(haha, phew. I may be way off what you were trying to get across, my bad.)

 My other debate was 'modern art is stupid' I wanted to word it differently. Because many modern pieces lack that finesse and the only thing left is perception. Some simple things just lack everything else so all you can hope to do is try and make sense of it. I just feel I'd spend more time looking for better images in the clouds.

I always considered it to be about both. The artist expresses the viewer percieves before that it's like a tree falling in a forest and nobodies there. The art exists in the communication.

 I never took art to be communication. I agree with you nevertheless. It sort of... advertises... I am contemplating to see what I can do if I blindfold myself in preparation to paint a piece. I wonder what it will turnout to look like.
